O'Neill doesn't actually live in the city, so he doesn't count. That's why he's 'transient,' he's just passing through. John, Rodney, and Beckett live there. So do Elizabeth, Teyla, and Ronon, but they don't have the gene and so they don't have the same rights. Woolsey falls somewhere in the hierarchy between the whales outside and, say, the mice. Or maybe under the mice. He's an annoyance tolerated because he's tagging along with a real person.
