Um, hunh? In "Rising" she gets the President to grant Simon security clearance to learn about the Stargate program so she can make the video tape. In this fic, Laundry puts the call through to Simon, and there's an implication he has to agree to it, though nothing is said about Elizabeth invoking any higher powers or not to make the call happen.
I imagine we're all getting confused, dealing with unwelcome trolls and all.
